People Power and the Web: Building Quality Controlled Portals

There has been a general shift of emphasis in the Internet industry to using human effort to help build portal services. This paper looks at some of the benefits of using distributed teams of subject experts to build high quality Internet search services. In particular it focuses on current European academic initiatives in this area and some of the tools and methods available for building quality controlled portals.
